• the imperatives for funding HIV vaccine research for developing countries;
  
• the inadequacy of current approaches and the obstacles to more rapid research and development; and
  
• potential action steps to quickly mobilize substantially greater support for such research, including greater funding from governments and other donors and the private sector, and greater political commitment to research in developing countries.
