HIV Testing of UN Peacekeeping Forces: Legal and Human Rights Issues
 

The UNAIDS Executive Director established the UNAIDS Expert Panel on HIV Testing in UN Peacekeeping Operations to analyze and formulate a comprehensive position on the issue of HIV testing. This Expert Panel convened in New York on 17–18 September 2001.

The purpose of this paper was to contribute to the deliberations of the UNAIDS Expert Panel by reviewing the key legal and human rights principles that should guide the development of an HIV testing policy for UN peacekeeping personnel and the inclusion of people living with HIV/AIDS in peacekeeping service.
